You can easily tell by examining the Use of Force Continuum (http://en.wikipedia.org/wiki/Use_of_force_continuum). He gave her a verbal command, she resisted. He tried to handcuff her, she resisted. Used wrist/arm lock, she kept resisting. Used takedown (face into car hood) and she STILL resisted. She then bit him, and he had every right at that point to strike her. At this point he's wrestling with the suspect, and pepper spray is the next step. Use of a baton would have been unacceptable, since she was unarmed. Same goes for a firearm. I side with the cop.
